The premises of the Tallinn City Gallery have been used for exhibiting art since 1992, when the Luum Gallery was opened there. In 1994, the Tallinn Art Hall took over the spaces and started exhibiting contemporary art, introducing the works of both local and international artists, from painting and photography to video art and installations. Historically, the exhibition spaces at Harju 13 have been an important testing ground for experimental projects and solo exhibitions. In 2026, the Estonian Artists’ Association took over the premises to continue the activities of the City Gallery as a non-profit art gallery.
