PROCUREMENTS FOR WORKS OF ART
 
The Commissioning of Artworks Act was adopted in Estonia in 2011 to bring more art into the public space.
 
The Act regulates the obligation to commission works of art related to the construction of public buildings with the purpose of improving the public space aesthetically.
 
For the purposes of the Act, a public building is a building meant for public use to which third persons have total, partial and permanent or temporary access in addition to the members of staff and officials of the agency.
 
The total price of works of art without value added tax must be at least 1/100 (1%) of the construction cost of the building, but not more than 65,000 euros.
 
The design of a work of art submitted to the competition for the commissioning of a work of art is evaluated by a jury consisting of at least five members. At least two-thirds of the members of the jury are appointed by the EAA and the Estonian Society of Art Historians and Curators.
 
The Estonian Artists' Association appoints jury members for design competitions held under the Commissioning of Artworks Act above all on the basis of the initial task of the competition and the field of activity of the contracting authority.
